Technical Workplan

Thank you to everyone who participated in our recent Future of IS Ratings survey and engagement activities.

Over the past month, we have completed a detailed review of stakeholder feedback, analysed entries from our Continuous Improvement Register, and prepared a draft FY27 ISC Technical Workplan and IS Product Roadmap. This work has helped identify the areas that matter most to industry and will guide the next phase of stakeholder engagement as we refine and prioritise our technical workplan over the coming year.

Feedback received reinforced strong support for the role of the IS Rating Scheme in driving sustainability outcomes across infrastructure projects. Stakeholders also highlighted opportunities to further improve usability, reduce administrative burden, strengthen consistency and focus more heavily on sustainability outcomes. These themes have directly informed the priorities incorporated within the FY27 workplan.

Building on the success of IS v2.2

The FY27 workplan builds on the significant improvements delivered through IS v2.2 Design and As Built and the revised verification process released in the past year.

Early results are encouraging. The majority of eligible IS v2.1 Design and As Built ratings have now partially or fully transitioned to IS v2.2, while verification appeals have continued to decline. In one comparable Eco-1 submission, IS v2.2 achieved a reduction of more than 50% in submission size and 84% fewer supporting evidence documents, while progressing through verification in a single review round. An independent review also found approximately 98% of verification comments were accurate and consistent with established verifier principles and technical requirements.

These outcomes indicate that recent improvements are helping to reduce administrative burden while maintaining the rigour and credibility expected from independent third-party verification.

What we’re hearing

Feedback received reinforced strong support for the role of the IS Rating Scheme in driving sustainability outcomes across infrastructure projects. Stakeholders also highlighted opportunities to:

• Place greater focus on sustainability outcomes.
• Improve consistency and clarity across verification processes.
• Reduce administrative effort while maintaining the credibility and rigour of IS Ratings.
• Provide greater visibility of future product development priorities and timing.

These themes have directly informed the priorities incorporated within the FY27 workplan.

Key focus areas for FY27

The FY27 Technical Workplan includes several priority initiatives aimed at supporting industry while continuing to strengthen ISC products and services, including:

• Updates to the IS Materials Calculator, including alignment with emerging embodied carbon reporting requirements (Infrastructure Transport and Materials Method (ITMM)).
• Development of IS Insights, a sustainability performance and benchmarking platform designed to provide data-driven insights and industry benchmarks.
• Development of guidance and pathways to support alignment with emerging sustainability disclosure requirements, including ASRS AASB S2.
• Investigation of improved reporting and verification pathways to reduce duplication and improve efficiency for project teams.
• Ongoing continuous improvement of IS tools through rulings, guidance materials and stakeholder engagement.

What’s next?

During August, we will:

• Publish and share the draft FY27 ISC Technical Workplan and IS Product Roadmap.
• Continue targeted engagement with industry stakeholders, the IS Technical Committee and Contractor Working Group.
• Commence planning and early delivery activities for FY27 priority initiatives.
• Seek stakeholder input on several proposed improvement initiatives and future product development opportunities.

Thank you to everyone who contributed to our recent survey and early engagement activities. Your input is helping shape the next phase of our technical workplan across IS Ratings and broader offerings.

We are now moving into the analysis and roadmap development phase, building on survey results and stakeholder engagement over the past month. Internal prioritisation sessions have also commenced to assess opportunities based on impact, effort and dependencies.

Focus for July:

• Develop a draft technical workplan
• Validate priorities through targeted stakeholder engagement

We remain on track to share the roadmap with industry in August, providing clear visibility of priorities, timing and delivery for the next phase of IS Rating tools.

We are inviting you to help shape the future of the IS rating scheme.

Following the successful release of IS v2.2 Design and As Built Tool, we have launched a Continuous Improvement Program to ensure the scheme continues to evolve in a way that is practical, efficient, and valuable for industry.

Your insight is a critical part of this process, and we invite you to complete a short survey to help inform our future roadmap. The survey focuses on what is working well, where challenges exist, and what changes would make the biggest difference.

What you can expect:

This survey is the first step in a structured improvement program that will take place over the coming months:

• May – June: we will gather feedback from across our stakeholder community.
• June – we will analyse responses, identify key themes, and prioritise areas for improvement.
• July – we will develop a Continuous Improvement roadmap and undertake further stakeholder engagement to test and refine proposed changes.
• August – we will publish a clear roadmap outlining what will be delivered and when, so you can see how your feedback is being actioned.

We are committed to closing the loop by sharing what we have heard and how it is shaping future improvements to the rating scheme.
