City Rail Link Limited (CRLL) was established on 1 July 2017 to manage the delivery of the City Rail Link (CRL) project for Auckland. It was established as a Crown entity under the Public Finance Act as part of the agreement between the NZ Government and Auckland Council to jointly fund the project. The CRL was previously under the management of Auckland Transport.

CRLL, which has a five member board chaired by Sir Brian Roche has the full governance, operational and financial responsibility for the CRL, with clear delivery targets and performance expectations. It has partnering agreements with KiwiRail and Auckland Transport to provide CRLL with project delivery services.

CRLL is expected to be an exemplar model for the efficient and effective provision of public infrastructure through central and local government collaboration.

The City Rail Link is New Zealand’s largest transport infrastructure project. It is a 3.4km underground rail link through and under Auckland’s city centre, with two new city centre stations and the redevelopment of two others. CRL’s vision is to design, construct and operate the link to the highest sustainability standards and set the benchmark for delivering sustainable infrastructure in New Zealand. We have joined ISCA to help us achieve this as it provides a recognised framework against which to measure ourselves, keeps us in touch with like-minded people and provides opportunities for knowledge sharing.
